Are there in restrictions to getting a homestead tax exemption in Duval County and do you have to occupied your primary residence in Duval County for a period time before applying?

I was able to get an answer by phone. It must be for primary residence as a resident of Duval County applied for before Mar. 31, 2019 for 2019 tax year bringing Florida DL and utility bill for primary residence applied.
