As John and Emmanuel both said, it is one track but it has multiple configurations depending on which part or parts you use and which direction you are going. Like any City owned park, it is open 7 days a week and is subject to park rules. The only time access is restricted is during an event.
As John said, it's a single outdoor race track, with multiple configurations depending on the race event. You can practice any of the configurations you like on a non race day
