Airlines allow approved car seats for children with a purchased seat for the flight (this excludes infants in laps). All other car seats are considered checked luggage. Check with your airline directly for details about gate checking a car seat.
To be specific, you can not carry the seat "on" inside the plane. But they will gate check it for you. They will tag it for you and you leave the seat at the bottom of the ramp just before you enter the plane. They always announce if anyone wants to check their carry on to their final destination please see the gate agent. This is when you would get your tag for gate check. Now it depends on your destination, your seat will be waiting for you when you get off the airplane.
