For future reference for others, we just visited (December 30,31 2018) and we drove about 1 and 40 minutes from Orlando to Vero beach so renting a car would be convenient if you are planning to visit Disney world and the other theme parks, plus unless you are planning to eat only at the resort's restaurant you do need a car to go elsewhere as the resort is kinda on it's own private drive, I think they have bicycles for rent though, Sebastian bay is not far either but in my experience after walking all the theme parks going down to Vero beach I'm so exhausted I just want to be carried everywhere 😆 so plan to rent a car, use an uber or bring your own, my family enjoys driving so we did drive all over with a smart phone now days you can't get lost so have fun!
There is a company [Florida Shuttle Transportation] that will take you from Downtown Vero Beach to various locations in Orlando, however its fairly costly (quoted price for today is US$55 per person). It might be a better option to rent a car for your trip. There is an Enterprise Rent-A-Car in Vero Beach, who will deliver a rental car to your location. If you're concerned about the actual act of driving, Uber is available. Current rates translate to upward of $130 for a one way trip.

We've always rented too. Last visit we flew to Ft Lauderdale for much cheaper and about the same drive from there.
