You can owner surrender by showing proof of ownership such as medical records. You will have to show I'd qnd sign her over. You could also consider FAPS no kill shelter but they charge a fee for owner surrender. FAPS guarantees your pet will not be put to sleep and be found an amazing home

Maybe if you try first a foster home locally for the kitty that will probably be best.
