Do you folks do house visits? There's a puppy behind my house that is being neglected and abused. the owner ties it up outside with no food no water no toys and does not check on it once. It also has fleas. The owner ties the puppy

They don't do house calls . Teetering is illegal. I'd sneak it some food and water and call animal control first thing in the morning.

I'm not sure they do. Maybe call Amimal Control. You may have better luck with them.
