Yes it is open for dining. You'll need to make a reservation, wear a mask upon entering & to restroom. Once seated remove your mask and enjoy the food, and the evening.

You have to call and make a reservation. Not sure if they are open on Monday

I went with my family last Saturday (done in) it was excellent. Many restaurants are closed on Mondays. You might want to check their website and see if that is the case. Could just be bad timing.
