Its free currently. As someone mentioned, the adventure park is coming soon. The park itself/ playground area should still be free. The parking lot is small so it will be really crowded once the adventure park opens up.

The park itself is free with free parking, but there are special events at times that are ticketed. There is a charge for parking during those events. There is going to be the adventure park open soon also, and that will have an admission fee and its own parking (not sure on the cost to park).
Some events are free and there is a separate area for that as well as the main park area or you can park at the DMV or Finn Hall.
