Yes. There's a free play area for kids over near the amphitheatre. They can ride there, although it's not huge. There is also a bike and skate park on Taylor Rd near the train station behind the Taylor's Burger Joint. Drive in and it's to the left. Enjoy.
Quarry Park itself is a regular city park, and I don't recall any rules about bikes not being allowed. It's free and open, except when there an event like a concert. Quarry Park Adventures is next door and has a fee for its facilities.
