If you start at the bottom entrance, there's a falls immediately. As long as your children are careful, I think you should be fine. There are many young children and babies on the trail regularly.

My daughter is 4 and did fine. We saw other young kids. As long as they can listen and walk carefully, they should enjoy it. (But we didn't go all the way to the end due to rain. The rain didn't stop us, but it did slow us down)
I would not recommend young children on the main path, the steps are slippery and stone "railings" have big openings about knee-high a child could fall through, long way to fall.

Yes, it's a bad idea for them... They could stay on the platform and enjoy the view or take the ride to the top of the falls..
As long as your children agree to stay on the path and aren't afraid to get a bit wet, they should be completely fine. The trail interweaves the falls in many places so you will see the fall/river the whole trail.
Honestly it might be, paths can be narrow slippery and crowded. Lots of stairs
