If you are a resident with an address assigned to a ward, speak with the Bishop first. If you have no permanent address, they have transient specialist assigned at Welfare Square.
You should speak with your Bishop. He is the one that can get you the help needed
The best bet is actually to talk to the bishop in which Ward you happen to live in whether or not you are LDS is not as relevant as talking to the right person the Church of Jesus Christ of Latter-day Saints is more than happy to help as many people realistically they can some people just don't want the help or they take what they can get and not help themselves
