No, but you can ask the staff for items.
No unfortunately the second floor isn't open. HOWEVER, the staff did try to bring down as much inventory as possible from upstairs down to the first floor. If there is a particular item you are searching for that would usually be found upstairs, just show staff a picture of it from the Disney store site and they will look in the back or upstairs to find it for you. They did this for me when I was looking for a specific pair of earrings I saw upstairs.
