On most credit cards it will say something on the bill how much, if any, cash they're willing to advance you. One of mine has a $500 limit but the interest on that charge is higher than standard purchases. I haven't got a WM card but it's probably the same.

It has been a while, but you can now get cashback on purchases with a credit card as well. Same as going to an ATM. However, unlike a debit card, you will be paying interest on the total amount.
If you have a wal-Mart cc it does ask if you would like cash back. You just need to read up on how much it will cost you in interest to take cash out.
