You can go directly to the BBB site and it's pretty self explanatory on how to file a complaint but you also can file a complaint with the county and the state.
Go directly to the organization that issues the GC licences. Probably down by the court house or search I to on the internet and just show up at their licences
The BBB has a self explained process on their link. It's fairly straight forward. Be patience as it may take some time, but they'll act on your behalf. You can review the BBB through third party hosts.
Send an email with all the details to the Better Business Bureau. The good thing about the Better Business Bureau is that they will contact the contractor and request a corrective action. The bad thing about the Better Business Bureau is that you cannot rate their performance online after a problem has been corrected
