Assuming you have already transferred your GI Bill to her, she needs to go ahead and apply to the school of her choice. That school should have a VA Affairs office that she can talk to, and the liaison will be able to guide her through the process of applying for benefits. She should take into consideration that there is a cap to the benefits; the GI Bill only covers up to the most expensive, in-state, undergraduate tuition for your state of residence (not home of record state). Also, if she chooses to attend a public university in your state of residence, she will have to get a letter from your commander confirming that she is the dependent of an active-duty soldier stationed in the state in order to get the in-state tuition rate. Again, the school's financial aid office or registrar should be able to guide her through that process.
I am not sure since I never experienced that situation your best bet is calling the soldier support center before going up there so you don't have to do any running around...
Go to the local education center on post and speak with a counselor. They will be able to transfer your college money to her. And talk to her about various programs she can sign up for.
