Check with airline, but it should not be required by TSA for minors.
This is what I know from traveling alone as a minor, but it may have changed & it depends on the willingness of the airline to assume responsibility. He shouldn't need ID to board the plane as long as he has his boarding pass, but a minor should NEVER go anywhere without a valid form of ID that should include their home address (a school ID at minimum), an itinerary, & contact info for responsible adults at both the departure & arrival points. You should contact the airlines & inform them of any minor who will be flying alone. The airline should be able to arrange an employee, or several employees, to chaparon the minor through the trip to his destination, as long as they are brought to the gate under adult supervision & passed directly to the airline chaparon. An adult guardian will also need to be at the gate & check in with the airline's counter when the plane arrives at it's destination so that the minor can be handed back over to a responsible adult.
