My experience was that children were walked past the check point by TSA and or the police to the ramp area. Then the Airline takes care, custody and control. These rules seem to be arbitrary at best. Call ahead and plan.
Yes, there are exceptions for kids under a certain age, and be orthose with disabilities. If contact the airport and or TSA and they can walk you thru the requirements.
Before the TSA security check point, yes. After that, no. Unless it is an unaccompanied minor and you advise the airline desk that you are taking them all the way to the gate.
