You could park down at Battery Park get there early and parking is free in certain areas. Nice walk to downtown

No, your best bet is the city parking lot by the visitor center they have dedicated rv spots and charge the same $2 per hour.

Downtown Charleston is a very tight space I would not even try to take a RV into the area.

The only parking available in downtown is parking garages which do not have much if any room for oversized vehicles.
