You can walk along the trail, you don't have to be a Clarktowns resident but you would need to be a your Clarkstown Resident card if you wanted to use any facilities such as the pool/sports complex or anything of that nature.

You need to be a Clarkstown resident. Rockland in general doesn't qualify. They check ID at the gate.. sometimes. No fee to walk there.

You are supposed to carry ID with you. You do not need to specifically be a Congers resident but you do need to be a Clarkstown resident to use the facilities. No one will bother you for walking. Just don't try to use the pool or anything.
