Yes, the primary park roads are well paved and over 15 miles of trails are marked for bicycles. Additionally the 16 mile Gainesville-Hawthorne paved rail trail passes through the north part of the park.
Yes, there are many designated bike trails. There has been a lot of flooding in the park, so you may want to ask the rangers which trails are open.

You can ride bicycles in Paynes Prairie, it depends on the trail, there's signs which tells you if bicycles are allowed, the rangers can tell you which ones is good riding trails, but with the recent flooding, from the last hurricanes, some trails are flooded, but there is the main roads that takes you through Paynes Prairie, located all through the State Park, down by the picnic areas, and visiting center, they are good roads for bicycle riding. Also the campground has a good road for bicycle riding.
Trails inside the main park entrance off 441 are seasonally wet and may not always be available. However the north entrance off SE 15th street connects to the Gainesville to Hawthorne state trail, a 17 mile paved rails trail bordered by a natural surface track. This is a beautiful ride through Paynes prairie, lochloosa management area and into downtown historic Hawthorne.
The Hawthorne Trail, a paved bike trail that goes between Gainesville and Hawthorne, goes past Paynes Prairie. There are a couple of paved off shoots that go to Paynes Prairie overlooks. The La Chua Trail that actually goes out into Paynes Prairie does not allow bikes.
Depends on the trail. Right now the majority of them are flooded. There's a couple you can ride but it is a bit soft.
