Generally they don't allow them in public skating but everyone has different rules. You should check directly with rink.
The middle of the ice is open for that type of stuff. No one will stop you, but no one will stop people from being in your way either.
I went for a birthday party, no one was that good, but I'm 51% sure you can. I think.
