Save yourself the trip, renew your registration online here: https://www.ri.gov/DMV/vrr/ If you find the system won't allow you to renew it online, fill out this form: http://www.dmv.ri.gov/feedback/ Include the vehicle make/model and registration, your address and DOB. An administrator can research your record and let you know if there is a violation or some other matter blocking registration. If so, you may have to get that cleared up with a court or a municipal tax collector.
You will have to either call the DMV and find out what's going or go there in person
