Given the registration has lapsed for that long, it would be best to treat this as a new registration. www.ezregri.com First things first if the vehicle is a year 2000 or older the title is not needed but let's assume for a moment that it's newer than that if that's the case then you have to apply for a duplicate title at the appropriate DMV In other words the DMV from the state it was titled in previously
