I have moved out of state and need to cancel my registrations on two vehicles and return my plates. My nephew is interested in one of the plates I currently have and I would like to know how to transfer that one plate over to him for his own use.

You can cancel registrations online here -- https://www.ri.gov/DMV/cancel_registration In order for your nephew to switch your registration to his vehicle, you will have to add your name to his registration and title.
