I requested preferred plates from the Governor's office 3 weeks ago. I haven't received any communications since on this request. What is generally the next steps? Will they advise if they approve/deny the request? If approved, what are next steps?

The governor's staff will inform the DMV it has approved the request. The DMV would inform you by mail that the plates are ready for pickup.
