I have seen leashed dogs here. In fact, on my last visit there were two women each with a large leashed dog. They were standing together chatting while taking up most of the aisle and paying no attention to the disruption they were causing to patrons with carts trying to get by.
I have not seen a leashed dog at this particular Lowes. The Silvrr Drive location in Columbus usually has a dog or two in there at any time. Of course that doesnt completely answer your question... give them a call maybe?
