Not relevant to using the range. You need to do a simple safety test to get your range card, after that you can shoot. You show your card, pay the hourly fee and shoot.
Not sure if I understand your question. To use the range you have to pass a 30 question gun safety test. They do not rent or sell guns, so you will have to bring your own gun, and to get that in Virginia you will need to undergo a background check. This google page is for the NRA gun range. If you have a policy question, I recommend you call the NRA.
They have some laws that after your gun bullets finished you need to opened your gun until you fully load all your bullets in I forget the name.
You can shoot their without having one to buy a gun you have to have one I'm pretty sure they don't want the laws to change are be more restrictive
I can not speak for the NRA but I believe in free commerce. Any person purchasing a fire arm from a dealer goes through a background check. Including at shows!
