Tubes are not required but they are very useful. And the water is clear enough to snorkel so go for it!

Snorkeling is fine...just watch out for rocks as the river moves at a good pace...tubes are nice so you don't smack your shins, but not required
Tubes aren't required, BUT are a good idea for traveling down from the head of the river (Easier to float over rocks, than stub your toe, or hit your shins.). And yes, my kids snorkel there.
