We had a group outing planned for tomorrow there (we live approx 1.5 hour away) but with the levels being unknown were wondering if there is another park that will be open that offers the same park usage with tubes? Advise please is appreciated.

No other with tubes in our area. Maybe look at Rainbow Springs near Ocala. Wekiwa Falls/ Wekiva Springs are the closest springs near Rock Springs.
