Are people allowed to picnic along the edge of East Potomac park on Ohio Drive sw? Would I have to reserve a spot in that area even though there are no tables there? I'm aware Hains Point is a popular spot but I don't want to picnic in that area.

Im not sure. I believe the roads are closed around the area to cars but pedestrisns can still enjoy the area. Youd just have to walk in and carry everything with you as no cars are allowed during peak bloom
