There are benches on the east side and a nice big lawn. I would think you could use a table. If it is a large gathering you may need a permit to be safe. There are many restauants there with tables on the plaza. The benches on the river are curved and would not work with a table. Also it would be too close to the dock. I think you will need to check with the city about fireworks if it is a big display. Im sure people use them on the 4th. Just be responsible and don't hurt anyone or cause a fire.
