Scallop shells are available at the shell factory for certain. Home Goods is hit or miss but the things that they have are always lovely.
I don't recall seeing them in the store. However, if you call the store they have a very knowledgeable staff eager to help you. HomeGoods stores are a great place just to browse. You'll never know what you will find. It's a very interesting. Check it out sometime.
