They do. I've done it. Just get it weighed at the register first so they have a tare.
Yes as said before, stop at the cashier and have them weigh your container(s) so they know how much to subtract (the tare weight) from the final weight so you pay for only what you're buying.

Yes! We get our peanut butter here and always use our own jar. They also have liquid soaps and lots of other bulk goods, so bring lots of containers!
