You can call if going into the dmv has you wary for any reason. The dmv phone system is pretty good . I believe they call you back instead of keeping you on hold. Also look online. Their website has great features. I couldn't bear to tell some of the people i was in the waiting area today with that they could have saved themselves 3 and 4 hours by doing their stuff on the web. if they just would have looked online they would have seen they could do a lot of the routine things from any smartphone, let alone a computer. They also have kiosks that take payments. Back to your specific inquiry, for debt related holds on a license (ie court fees, gov't debts) check with the state controller's office/tax board. My fiance wasn't able to get his court fees dropped in Madera like they always do in Fresno for those who can't afford to pay. His debt skyrocketed from a few hundred to over $2,000! When his license came up for renewal, DMV wouldnt renew it till it was paid in full.
