I’m 16 in 3 months, I’m trying to get my license and car registered , do I need my registration first to get it smoged? And how can I transport it without being arrested, I don’t have registration yet. ( I will have a parent drive )

First get on line with DMV or pick up booklet at any DMV office

Go to DMV first. Start the registration process...they should give you an operating permit so your parent can get it smuggled. After the smog then return to DMV to finish the registration. That's the least risky (and most legal) way to go.

I would say you need to get your license first then worry about your car next.
