I was there recently and I don't think I saw any signs but you might want to get online and check the regs about beaches/parks to see
There was an entry signal two years ago, but I did not know an entry, only the GPS tells me that it was reaching my destination but I did not know or enter the entrance.

The California state parks do allow drones UNLESS they have posted otherwise. You are required to fly them according to FAA rules. You can check with the local State Park District office. I believe that one is covered by the office in Monterey. Check out www.parks.ca.gov for information about the state parks
