Not really as long as you can produce a property rental agrement or/and a recent utility bills matching your DL name and address then you can just rent using your debit card. Of course using a major CC will avoid all that.
Not really just a debit card should do but if you should call your credit card company and ask if it comes with accident coverage for rental cars
Or debit card, at least from when I went to a particular location
