$5 for Refuge/North End or $12 for the annual pass (duck stamp). No dogs allowed. Free parking at public, dogs allowed on leash. When parking lot fills up, however, Refuge is a nice (and close) alternative.
There are 2 that I know of. Juno Beach at the south end and Hutchinson Island, way north near the nuke plant.
No charge and you better call about dog friendly
