I’m seeing mixed answers about picnicking. Can I or can I not bring sandwiches and a blanket and picnic here?

I don't believe you can. I think they only allow it for the Lantern Festival/event.

I've never seen anyone picnic on the grounds, however I think you can lay a blanket down to relax and have lunch.
