Their Lantern Festival in October is incredibly popular and the garden has lots of flowers. Their Japanese New Year's celebration this January is also quite spectacular

All year around! We enjoy the winter because it is cooler, but anytime of year is gorgeous!
Winter and spring hands down. If you want to try any of the festivals, I recommend getting early and leaving early, as they typical the oversell the park capacity
Late winter around spring. Less rain, less mosquitoes and better foliage, flowers. It is Florida so not a big difference.
