What is the protocol when another tenant's guest harasses, stalks, and threatens other tenants? Is that guest banned? When a lease rule, or rather, agreement is broken, does every tenant get leniency?

From what my 8 year old niece tells me, "the tall, skinny, short blonde haired lady screams like my neighbors", this was after her mother asked for help with a problem neighbor. A mother who keeps to herself. Protocol is that threatening little girls and their mother is fine. What a shame that such trash is allowed to parade around a government funded property.

Were local cops so scared of her they had to send a trooper?
