No proof of income is needed to my knowledge. You'll just need to fill out some simple paperwork first before they'll issue you your card. I believe that office can be found straight to the left from the main entrance at the Marina branch. Just grab a number at the kiosk there and wait to be called. If you already have an appointment scheduled but haven't received your VHIC yet you can always manually check in with your SSN and birthday at basically any kiosk.
