Got notice that I need to renew my license which expires on 9/5. Tried 5 times to fill out app. on-line but it wouldn't accept my user ID. I gave up & called for an appt., the first avail was Oct. 18, after my license expires, will I be penalized?

On March 9, 2020 I sent Change address Form- 14 for me ,wife and son by USPS Certified post mail package, information showed me you recieved it on March 12, 2020. Now it passed more than 116 days without any responces. Why issuing new ID card is delayed for this long period !!!!! ?
