Yes you can. Go to the oplates website and renew your tags. They will mail them to you. I did this before, on two separate occasions
You need to go to the BMV
I doubt it because the BMV has to be able to verify your documents before they can issue you stickers. However, it's best to call the BMV directly or through their website and ask them the question.
