You cannot enter without a tour guide, there really is not much to see except the wall around it and the tops of some of the tombs sticking up above it. Take the tour, its fascinating, otherwise go to Lafayette and walk around freely there.
Not much to see from outside the gate. Cemetery is now open from 9:15-4, daily. You must have a tour guide to go in. Prebook or go to cemetery gate to obtain a guide.
If I'm not mistaken, St Louis cemetery cannot be entered without a tour guide (unlike Lafayette cemetery) There isn't much to see without entering it.

The gate around may be too high to see inside. You might be able to see the high tombs and monuments from the sidewalk in the front or on the side. I believe you can see through the gate in the front on one on the west side.
