A government issued Non Driver ID is a valid form of id as long as you are travelling within the United States and US territories.....travel to anywhere outside of the United States will require a valid unexpired passport. Airlines don't make rules and regulations for ID allowance....the TSA and FAA do....i am an airline employee in NYC....safe travel
