I visited NYC a couple of days ago. I've never seen it such an empty, like there is just 1/5 of its people. So it's easy to visit most of sightseeing places without crowd (Charging Bull, Brooklyn Bridge, etc). Unfortunately, the ones that are indoor (like museums) are closed. The cafes are open (outside) and there is no problem to eat or drink something. So if there is a flight to NYC, yes, you can travel, but keep in mind that some indoor activities may be restricted.
I wouldn't recommend it yet. Wait for a month or so for things to stabilize further
