Doesn't make sense. If the recall has not been completed, it can be performed easily as long as the part is available. Contact the Service Manager if you feel you are not being treated properly.
I'm not a consumer advocate, nor a lawyer. Do you have proof it was unsafe? Qhat made it unsafe. Was there a replace for the air bag at the time you brought the car. If you have all these answer call a lawyer. I'm not one.
