No. Before going to Prestige for my state inspection I got my car washed free @ LMC Car Wash & Lube with a 40 point check, lube & oil change package on 2nd Ave (wiper blades were half what Prestig e charges). Most full service repair shops, mechanics are hard pressed just to move their jobs along. Other than manufacturer dealerships, repair shops don't provide "boutique" service in the metro NY area.
