I think it's when someone has already bought them, be it a single person or company/entity/third party, and turns around to resell, probably for a small profit. But to be sure, I agree with other commenters, give TD a call to verify.

Stub hub is the official ticket reseller. If you buy from stub hub you will have to also download the TD garden app to access your tickets
